Carine Monteiro is a recipient of the 2022 Republic of China’s Ministry of Foreign Affairs Taiwan Fellowship, and a visiting scholar at the Taiwan Center for Security Studies for the period of February to June 2022. She is a French PhD candidate in political science at University Paris-Panthéon-Assas, associated and resident at the Institute of Strategic Research (IRSEM). Her work focuses on Chinese contemporary strategic thinking, and on the debates about non-kinetic warfare or political warfare, especially on the strategic uses of the law. She holds a master’s degree in international security from Sciences Po Paris School of International Affairs.
